It is no simple task creating golems of such magnitude to be City Golems. Vza planned to have great factories, towering into the sky, dedicated to producing hundreds of golems. However, by the time production was ordered to start, Vza's infrastructure was struggling and they had to find cheaper solutions.
Vza chose to go for a high magic solution, like they did with most problem they encountered. At first they would find or convert a field into clay, dig a tunnel network, and fire the clay. That created the main body which could be dug up or magically lifted. Appendages built from a more standard factory were attached as needed and then Vza would animate it. As this technique progressed they eventually removed the need to dig City Golems up first. The golem would be built in its entirety in the ground, upside down, with appendages affixed to the surface of the ground. After animation it uprooted itself then a team would go in to clean up the shell's surface.
Ultimately this initial setup was not able to hold out in the long term. The fields could only be used once, they were easy to sabotage, the mining process was laborious, and the factories making the appendages needed used for other products.
