The DDCS handles interactions between citizens and criminals. Interactions between businesses and criminals is covered by a different company, the BBCS. Unlike its BBCS counterpart, the DDCS is fairly lenient with their rules and works to make diplomatic compromises. They operate in part like an insurance company combined with a loose kind of specialized welfare.

It was seeded by Ivt-Urst Fulhn of the Fullhands family. While the General Galactic was emerging as a government there were several other organizations doing the same. The Safer Criminals Bureau (SCB) was among these. Ivt-Urst Fulhn was a pioneer for the SCB and pushed for it to be a core government. Ultimately this push failed but they were still able to exist as a company. Shortly after the General Galactic took majority approval, the SCB rebranded themselves as the DDCS.

Any citizens who wants to can buy into the DDCS. The price is 15% of income, after taking out cost of essentials based on cost of living where the person resides. If this number is negative (income is lower than minimum cost of living) then that entitles someone to Wellbeing Crimes.

Being cleared for Wellbeing Crimes can help one peacefully acquire monetary assets from strangers. Instead of holding up someone at gunpoint this system establishes a routine and etiquette behind muggings. The criminal approaches their target and informs them of their allowed Wellbeing Crimes. Once both parties have established relative wealth the criminal enters a business exchange. If the target is of a lower class than the criminal, no exchange is required to take place. If the target is wealthier, the criminal is entitled to a small exchange. The exchange amount is determined by an internal DDCS algorithm. It takes into account the target's wealth and if they've been targeted recently. The target may make a single appeal to lessen the exchanged amount.

The DDCS also has passive muggings as an option. Criminals broadcast that they need supplemental small amounts of income. People in the local area are pinged as targets. If it is determined that a target's rate of increase in income surpasses the constantly requested amount, it is transferred from the pool of targets to the criminals.

If a target for Wellbeing Crimes does not pay into DDCS then the criminal is allowed to take violent actions as they see fit, while also risking suffering any legal repercussions of doing so. If the criminal acts violently against someone who is paying into DDCS then they can have their membership revoked, be fined, or even arrested.
