After the Intelligence Wars there was significant damage to the galactic infrastructure. The existing leftover First Ship Government was spread too thin to sustain itself economically or politically. Ma'am Admiral's father, Condemn-AI Barracksbones, had come out of the wars significantly better than most of the populace. He owned Barracksbones Leathers, a leather armor corporation that was contracted by the old First Ship Government.
As the old government squeezed Condemn-AI's business he grew resentful. He moved the main business into providing leathers to civilians and companies then decoupled from the old government. His leather company became a near monopoly in raw leathers but never had much influence in fully manufactured goods after the armor contracts expired.
Ma'am Admiral used a modest piece of her father's finances to build her own financial empire. She first worked to rebuild many of the cities that were abandoned. She funded the development of techniques for retaking AI inhabited cities and having large infrastructures that don't connect in a way that can be infected by AI. She gave cities to colony leaders and pioneered the development of Credits (which the General Galactic later adopted as its standard currency, probably in coordination with each other behind the scenes).
